Step-by-Step Instructions for Cowboy Casserole
  1. Preheat your oven to 350°F (175°C). Gather all ingredients for assembly.
  2. In a large skillet, brown the ground beef over medium heat for 5-7 minutes; drain excess fat.
  3. Stir in mushroom soup, milk, garlic powder, onion powder, salt, and pepper until creamy and smooth.
  4. Grease a 9x13 baking dish and spread the beef mixture evenly across the bottom.
  5. Sprinkle corn over the beef mixture and then add a layer of shredded cheese.
  6. Arrange frozen tater tots evenly on top of the cheese layer.
