Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and prepare the pan with cooking spray.
  2. Cook the ground beef in a skillet over medium heat until browned, about 5 to 7 minutes.
  3. Stir in ketchup, water, brown sugar, Worcestershire sauce, mustard, garlic powder, onion powder, and salt into the meat mixture; simmer for 5 minutes.
  4. Combine the meat mixture with quartered biscuits in a large bowl.
  5. Transfer the mixture to a greased 9x13 baking pan, spreading it evenly.
  6. Sprinkle cheddar cheese over the top of the casserole.
  7. Bake in the preheated oven for 28 to 30 minutes until golden brown.
