- Preheat your oven to 375°F (190°C). In a large mixing bowl, combine ground beef, breadcrumbs, milk, ketchup, beaten egg, onion, garlic, Worcestershire sauce, thyme, salt, and pepper. Mix until just combined, then press into a greased 9x13-inch baking dish.
- Place the meatloaf mixture in the oven and bake for 20-25 minutes until partially cooked.
- While the meatloaf is baking, bring a pot of salted water to boil and cook the macaroni until al dente. Drain and set aside. In a saucepan, melt butter, whisk in flour, and gradually whisk in milk until thick. Stir in cheddar, mustard powder, salt, and pepper, then fold in macaroni.
- Spread the mac and cheese evenly over the meatloaf in the baking dish. Combine panko breadcrumbs with melted butter and sprinkle on top.
- Return to the oven and bake for an additional 15-20 minutes until the top is bubbly and golden brown. Let rest for a few minutes before serving.
