  1. Preheat your oven to 375°F (190°C).
  2. In a large mixing bowl, combine ground beef, finely chopped onion, breadcrumbs, egg, milk, Worcestershire sauce, salt, and pepper. Mix gently until just combined.
  3. Transfer the meat mixture onto wax paper and flatten it into a rectangle about 1/2 inch thick.
  4. Spread a layer of prepared mashed potatoes on the center of the flattened meat mixture.
