- Preheat your oven to 350°F (175°C).

- In a large skillet, over medium heat, add the ground beef. Cook for about 5-7 minutes until browned. Drain excess fat.

- In the same skillet, stir in corn, cream of mushroom soup, and milk; mix well. Add garlic powder, onion powder, salt, and pepper.

- Spray a 9x13 inch baking dish with cooking spray. Spread the beef mixture evenly across the bottom.

- Layer the tater tots on top of the beef mixture in a single layer.

- Sprinkle the shredded cheddar cheese over the tater tots.

- Bake in the preheated oven for 30-35 minutes until tater tots are golden brown.

- Allow to cool for a few minutes before serving.
