- Heat 2 tablespoons of oil in a large saucepan over medium heat until shimmering. Add 1 pound of ground beef and cook until browned, about 5-7 minutes.
- Stir in 2 tablespoons of grated ginger and 4 tablespoons of soy sauce, and fry for about 30 seconds until fragrant.
- Pour in 1 cup of water and sprinkle in 1 teaspoon of white pepper powder. Cover and let simmer for 10 minutes.
