- In a bowl, whisk together soy sauce, oyster sauce, hoisin sauce, sesame oil, cornstarch, and water until smooth. Set the sauce aside while you cook.
- Boil water in a large pot and cook the lo mein noodles or spaghetti according to package instructions, about 6-7 minutes. Drain and rinse under cold water.
- In a large skillet, heat two tablespoons of vegetable oil over medium-high heat until shimmering.
- Add sliced beef to the skillet, seasoning lightly with salt and pepper. Stir-fry for 2-3 minutes until browned. Remove and set aside.
- In the same skillet, add garlic, carrots, red bell pepper, and snap peas. Stir-fry for about 3-4 minutes until crisp-tender.
- Return the cooked beef to the skillet with the noodles. Pour the sauce over and toss to combine. Stir-fry for an additional 2-3 minutes.
- Sprinkle sliced green onions on top and serve hot in bowls.
