Step-by-Step Instructions
  1. In a large skillet, heat oil over medium heat. Add minced garlic and sauté until fragrant, about 30 seconds.
  2. Incorporate ground beef, cooking until browned, about 5-7 mins. Stir in soy sauce, chili flakes, and vegetables; cook for another 3 mins.
  3. Fill a shallow dish with warm water, submerge a rice paper wrapper for about 10-15 seconds until pliable.
  4. Place a basil leaf on the lower third of the wrapper, spoon beef filling on top. Fold bottom over, roll tightly and tuck in sides.
  5. Arrange completed rolls on a platter. Serve with sauce for dipping.
